| Abstract: | The introductory chapter contains a brief resume of the stages in the policy of administration of nazul lands and the history of the city development schemes. it shows the growth of the deadlock between the Government of India and the Delhi Municipality over the question of the development of Government Estates , which together with the problem of congestion, decided government to hold this enquiry. The second chapter referes mainly to the conditions with Delhi municipla limits where alone the problem of congestion arises. Proceeding from a short account of the history of the growth of Delhi upto 1931, the chapter gives a description of actual present day conditions based on information obtained from 1931 census operation. |
