Subject: Prasar Bharati Guidelines for the consideration, processing
and approval of proposals received form outside producers for telecast of
TV Programmes on the proposed new channel DD Bharati under Sponsorship
Scheme.
With a view to streamlining the procedures for the consideration,
processing and approval of proposals received from outside Producers for
telecast of TV Programme on the proposed channel DD Bharati under the
Sponsored Scheme of Doordarshan, Prasar Bharati has decided in super
session of all previous instructions and /or guidelines on the subject, to
lay down the following guidelines:
1. Short Title and Commencement
These guidelines may be called the Prasar Bharati Guidelines for the
consideration, processing and approval of the proposals for telecast of TV
Programmes on the proposed channel DD Bharati under the Sponsorship Scheme
of Doordarshan. These shall come into force with immediate effect.
2. Programme Requirements:
The proposed channel will assess the requirements of the sponsored
programmes on half yearly/yearly basis for health, children, music dance,
fine arts , events, live coverages and other programmes.
3. Receipt of Proposals:
i. Doordarshan shall, in accordance with its programme requirements over a
periods of time, invite proposals, as and when need arises, on such themes
and of such nature as may be considered necessary from the outside
Producers by making suitable announcements over its Network on each
occasion at such intervals as considered expedient
ii. Doordarshan shall maintain record of proposals received at seriatim.
Acknowledgement will be issued to the applicant. All the proposals will be
processed within a period of eights weeks form the date of receipt of
complete proposal.
iii. A Proposal received under this scheme shall in variably contain:
(a) Subject, Concept and treatment
(b) Detailed and broad outline of treatment;
(c) Synopsis of each episode;
(d) Detailed scenario script of at least 4 episodes;
(e) Full particulars including names, bio-data and addresses of the
Director, the Script writer, Director of Photography and Music Director,
along with a written confirmation from each one of them separately, about
their having agreed to be engaged for the production of the programme. The
applicant Producer shall also furnish full bio-data in respect of himself
while making the application. No change in the production team, once
intimated, shall be made without the prior consent of Doordarshan;
(f) Provided that if the TV Programme is of the nature of a single
episode the final episode to be telecast, shall be submitted by the
Producer for preview and approval by Doordarshan.
(g) The Producer will also submit along with the proposal, pilot of one
episode. The pilot is to be produced by the Producer at his own risk and
expense. In case of rejection of pilot or delay in slotting, Doordarshan
will not be responsible for his financial loss in any manner. However, in
case of game shows, and musical programmes where a costly set is required,
the Producer may submit the design of the set along with his proposal. The
design of the set will also require the approval of Controller of Sales of
Doordarshan before the Producer starts this production of the programme.
(iv) The Producer shall, in case the proposed TV programme is based on a
novel, short story or any other published work, submit to Doordarshan,
along with his proposal, a written confirmation from the author /copyright
holder of that novel, short story or any other published work, as the case
may be, that he/she has made over the copyright of the said work to the
applicant for the purpose of its telecast on Doordarshan and that he /she
had not made over the copyright for the same purpose to any person other
than the applicant. Provisions in the Indian Copyright Act will apply.
(v) The proposal shall be accompanied by a non- refundable processing
fee of Rs. 5,000/- by Crossed Bank Draft payable in favour of PBBCI
Directorate General, Doordarshan, New Delhi. For the students & graduates
of Film and TV Institute of India Pune/ Satyajit Ray Film & TV Institute
of Calcutta / National School of Drama, Delhi/ Indian Institute of Mass
Communication, Delhi / Mass Communication Institute, Jamia Millia,
Delhi /TV institutes recognised by UGC or Central or State Govts.
submitting their proposals within a period of FIVE years counted from the
date of their graduation from the aforesaid institutions, the processing
fee will be Rs. 3,000/- only. This amount shall not be refunded
irrespective of the fact whether the proposal is finally accepted or
rejected.
4. An application shall be considered complete only if it has been
made strictly in accordance with the manner indicated in clause 3 above,
failing which it shall be summarily rejected and returned. Doordarshan will
not enter into any correspondence what so ever on the proposal once it is
rejected and returned
5. Procedure for consideration of proposals:
(i) The proposals received will be examined by the following Committees:
(a) Evaluation Committee: -
 Controller of Programmes - National Channel,
 Controller of Programme (sponsored)(DD-I)
Controller of programmes - DD-Bharati
 Controller of Programmes (DDII)
 Controller of Programmes (DD-India)
 Controller of Programmes (DD-Sports)
 Controller of Programmes ( DD-News )
 Controller of Sales / Marketing.
 An Engineer of appropriate level to be nominated by E-in-C to
commentupon the technical quality.
b CP of the DD-Bharati will be the convener of this Committee. The
Evaluation Committee will examine the proposal in detail, preview the
pilot and give its recommendations regarding the content of the serial,
capability of the production team, production value of the pilot,
suitability of the serial for telecast, technical quality, etc. Minimum
quorum for a meeting will comprise the following officers:
Controller of Programme of concerned channel
Controller of programmes of any other channel
Controller of Sales /Marketing
(B) Selection Committee: -
(a) It will consist of the following:
 Additional/Deputy Director General of National Channel (DD-I)
 Additional/Deputy Director General (DD-Metro)
 Additional/Deputy Director General (DD-India)
 Additional/Deputy Director General (DD- Sports)
 Additional/Deputy Director General (DD-News)
 Additional/Deputy Director General (DD-Bharathi)
 Additional/Deputy Director General Commercial & Sales
 Controller of Programmes of concerned channel
 Two outside experts ( of whom one will be a lady member).
b. The panel of outside experts will include personalities of repute
from the fields of films/ TV production, dramatics, broadcasting,
journalism, literature, history etc. The panel of such experts will be
approved by Chief Executive Officer, Prasar Bharati. Additional Director
General / Deputy Director General of concerned channel will be the
Chairperson of the Committee. Controller of Programme of concerned
channel will be the convener of the meetings. Minimum quorum for a meeting
will comprise the following officers:
Additional / Deputy Director General of concerned channel.
Two outside experts ( of whom one will be a lady member )
Additional/Deputy Director General of any other channel.
Additional/Deputy Director General, Commercial and Sales.
Controller of programmes of concerned channel.
(ii) The decision of the Selection Committee will be intimated in
writing to the Producer by fax/telegram /E-mail, on the same day followed
by a detailed letter within three working days. The whole process to
examine the proposal would be completed within a period of eight weeks from
the date of receipt of the complete proposal in Doordarshan.
(iii) a: The Selection Committee while according its approval to the
proposal shall clearly specify in case of a serialized TV programme, the
number of episodes for which it has been approved as also the duration of
each episode. The number of episodes shall not normally exceed 26 episodes
of weekly serials and 130 episodes of daily soaps. If the Selection
Committee is of the view that a larger number of episodes would be required
in the interest of the proper treatment of the story line, the Committee
may approve up to 52 episodes of a weekly serial and 260 episodes of a
daily soap. There would be a review of the overall quality of the serial
and also its TRP Ratings after 26 episodes incase of a weekly serial and
after 130 episodes of a daily soap.
b. The Selection Committee will also decide the time band for the
telecast of the serial in terms of Prime time and Non-prime time.
c. The Producer shall have to apply to Doordarshan for further
extension to the serial six weeks in advance. His request would be
considered by the Management of Doordarshan keeping in view the
popularity of the serial as reflected by its TRP Ratings and prospects
of higher revenue generation in terms of Doordarshans Rate Card for
Commercial Tariff.
6. Slotting of Approved Programmes
(i) At no point of time any Doordarshan channel will have more than two
years of programmes in its bank under the sponsored category. Each
channel will allot time slot to serials keeping in view the requirement of
the channel and commercial potential of the programme.
(ii) At the time of issue of the time slot, the producer will be
required to submit another 3 episodes of a weekly serial and another 19
episodes of a daily soap before the commencement of telecast within a
period of one month failing which Doordarshan may cancel the approval of
the serial or change the time slot.
(iii) After the preview of additional episodes and being satisfied about
their suitability for telecast in all respects Doordarshan shall
intimate to the Producer the exact date for the commencement of the
telecast of the programme by giving him one month notice to enable him to
tie up sponsorship etc..
(iv) The Producer shall, on being communicated the time and date fixed
for the telecast of the programme in accordance with the provision
contained in sub clauses (ii) and (iii) of this clause, furnish to
Doordarshan, a bond indemnifying Doordarshan against any claim with regard
to copyright of the work used in a particular programme and covered under
the Copyright Act 1956.
(v) The Producer shall ensure that he at any given point of time in
case of a serialized TV Programme, maintains with Doordarshan a bank of at
least 4 episodes of a weekly serial ( and in the event of the remaining
episodes fall short of 4 episodes, such remaining number of episodes ) to
ensure that the telecast schedule is not interrupted for want of sufficient
number of episodes in hand. In case of a daily soap the Producer will
keep 20 episodes in bank.
(vi) Doordarshan reserves the right to change the date and time of
telecast of an approved TV Programme or withdraw the approval without
assigning any reason by giving four weeks notice. The producer can also
withdraw the programme by giving four weeks notice but he will have to
clear all the dues of Doordarshan before doing so.
(vii) a: The producer will produce the programme on Beta sp format and
will submit the telecast tape to Doordarshan on Beta sp together with a
promo of 30 seconds duration along with a VHS copy of the programme.
b. Programme should meet CCIR specifications for video and
chrominance levels: Typically maximum luminance. 1 volt P-P with 0.7 volts
of video and 0.3 volts of sync. Pulse. Maximum Chrominance saturation
=100% (colour difference signal = 0.7 volts). Audio level of the programme
should be within the range of 5 db to +4 db.
c. The Producer shall also have to follow the improved format i.e.
digi Beta format etc. as and when decided by Doordarshan in future.
(viii) If the time slot is not given within one year, the Producer will
be free to take the programme to any other Channel.
7. Telecast fee and Free Commercial time etc.
(i) A programme may be sponsored either in the name of the company
manufacturing a product and / or providing a service or in the name of the
products manufactured by the sponsored company.
(ii) The Producer shall, for the purpose of telecast of a sponsored
programme, pay to Doordarshan such telecast fee as may be prescribed form
time to time in Doordarshans Rate Card for Commercial Tariff. The
payment of the telecast fee shall be the joint and several responsibility
of the Producer and his designated marketing agency.
(iii) The Producer shall be entitled to utilize, free of cost , such
period of time, to be known as Free Commercial Time ( FCT) as may be
specified, from time to time, by Doordarshan in its Rate Card for
Commercial Tariff. The Producer can utilize the FCT before or after or in
between the programme. He shall, in addition be entitled to a credit line
of 10 seconds each at the beginning and at the end of the programme. The
credit line shall include only the name of the sponsor /product, as the
case may be written and /or spoken. The sponsor shall, however, be
allowed to use in the credit line his logo , lettering style, music/sound
effects, etc. as described in Doordarshans Rate Card for Commercial
Tariff.
(iv) The duration of the programme will not exceed 22 and a half
minutes for a 30 minutes slot and 45 minutes for 60 mts slot including
opening and closing credit captions. Doordarshan will retain right to use
up-to 60 seconds in-between the programme with every 30 minutes slots and
120 seconds with every 60 minutes slot for advertisements, channel
promotion, public service messages etc. Concerned channel of Doordarshan in
consultation with Doordarshan commercial service will decide the format to
use this time. All unfilled time will be utilized by Doordarshan before
or after the programme. However, the Producer in addition to his entitled
FCT, shall have the option to buy this time subject to availability, at
such rate as may be prescribed in Doordarshans Rate Card for Commercial
Tariff for advertising his own products /service(s).
(v) Length of opening and closing credit/title may be restricted to 30
seconds.
(vi) Credit to distributors of prizes in cash or kind will be part of
FCT of the Producer. Film trailer and album trailer will not be
allowed.
(vii) In case the Producer does not come on air on any particular day,
he will be liable to compensate Doordarshan for the losses thus
incurred.
(viii) Recapitulation or summary of previous episodes in the programme
proper shall be allowed to a maximum of 20 second in a 30 minute programme
and 30 seconds in a 60 minutes programme.
(ix) The programme proper shall not be permitted to be used overtly or
covertly for advertising any product/service. The decision as to whether
the programme involve overt or covert publicity of any product/service
shall rest with the Controller of Programmes of the concerned channel.
(x) The producer shall be required to submit a performance Bank
Guarantee as per Doordarshans Rate Card for Commercial Tariff.
(xi) Telecast of new serials to those Producers who owe money to
Doordarshan as well as requests for extension of ongoing sponsored
programmes from the defaulting Producers will not be considered unless the
Producers and Marketing agencies have cleared all their dues.
(xii) Doordarshan reserves the right to stop telecast of on-going
sponsored programmes if the concerned Producer /Marketing agency fail to
clear dues in time.
8. Other Terms and Conditions
(i) Credit titles of creative personnel of the programme ( as given
below ) will be in Hindi and English for Hindi Programmes and the total
duration shall not exceed twenty seconds :

Names of non-creative personnel will not be allowed in credits.
ii. a. Doordarshan reserves the right to repeat any of the Programmes
telecast on DD-Bharati on the same channel at a time decided without any
commercials and free of charge within 7 days of the initial telecast. As
per international practice programmes on DD-Bharati will be repeated
within 24 hrs. This natural cycle will be treated as a single telecast.
b. Doordarshan can also repeat the serial on the same channel at any
other point of time within 48 hours with same advertisements as per
Doordarshans Rate Card for Commercial Tariff.
(iii) The Producer will not be allowed to put his programme on Internet
during the pendency of contract.
(iv) The Producer will have to ensure the delivery of telecast tapes
with commercial two clear days in advance for preview by Doordarshan.
(v) Programmes produced and submitted for telecast on Doordarshan
should conform to the Broadcasting and Doordarshans Commercial codes.
(vi) Producer shall have to edit the portion as suggested by Doordarshan.
(vii) Only Doordarshan logo will be carried during the telecast of the
programme. Producers caption will be telecast before and after the
programme.
(viii) Only the Title of the programme can be displayed on the
microphone/set. In case of branded programmes, Producer / Marketing
agency may display branded product on microphone /set but its display
will be allowed up to a maximum of 5 times with 30 mts. slot but Close
ups will not be allowed in between the programme.
(ix) Each episode of the programme will begin and end with the montage
of Doordarshan.
(x) Doordarshan may, with the concurrence of the right holder(s) re-
telecast any sponsored programme at such terms and conditions as maybe
prescribed, from time to time in the Rate Card for Commercial Tariff of
Doordarshan.
(xi) Doordarshan may , with the concurrence of the right-holder (s)
undertake commercial marketing of an indigenously produced sponsored
programme within the country or abroad and sale proceeds shall be shared
between the Rights holder (s) and Doordarshan in such manner as may be
mutually agreed. This shall not, however, apply in respect of TV
programmes imported directly by Doordarshan or by private individual or
organizations.
(xii) The Sponsored programmes will be premiered on Doordarshan.
(xiii) Producers of sponsored programmes whose offers are accepted will
not be allowed to offer for telecast the same programme /programmes to any
other channel for three months counted from the date of telecast of the
last episode of the series /serial over Doordarshan.
(xiv) The Producer shall make available to Doordarshan free of cost a
VHS cassette of the sponsored programme.
(xv) The Producer shall be required to sign an affidavit regarding
possession of TV rights of the programme, a programme agreement and a
declaration cum indemnity bond.
(xvi) Transfer of proposals from one channel to the other will not be
permitted.
(xvii) Courts at Delhi shall alone have the jurisdiction to decide any
dispute arising out of this Scheme.
9. Representations for Reconsideration of proposals not approved by
Selection Committee.
(i) A producer, whose proposal has been rejected by the Selection
Committee may, if he so desires, make a written application addressed to
Chief Executive officer Prasar Bharati or Director General Doordarshan for
reconsidering his proposal indicating the ground on which the proposal may
be re-considered.
(ii) The application to this effect shall be made by the Producer within
a period of one month of the issue of the letter conveying the rejection of
his proposal. No application for re-consideration of the proposal received
after the expiry of the said period of one month shall be entertained by
Doordarshan on any ground whatsoever.
(iii) The application for re-consideration of the proposal shall be
accompanied by a non-refundable fee of Rs. 5,000/- in the form of a
Crossed bank Draft payable in favour of PBBCI Directorate General,
Doordarshan, New Delhi.
(iv) Doordarshan shall place the said application for re-
consideration of the rejected proposal before a Review Committee
consisting of the Director General of Doordarshan, Additional / Deputy
Director General of Concerned channel and three non-official experts (
one of whom will be a lady member ) to be decided by CEO Prasar Bharati.
Its decision will be final and no further request for re-
consideration of the proposal shall be entertained. The decision on the
reconsideration of the proposal shall be communicated to the producer
within the period of three months.
Imported Programmes
(i) TV programme imported by private individuals or organizations in
accordance with such policy as may be laid by the Government for
such imports, may be offered to Doordarshan for telecast under the
sponsorship scheme.
(ii) The offers made in this behalf shall be considered for approval by
the Committees as mentioned in Para 5 above. The applicant / right holder
shall pay the processing fee as mentioned in Para 3. v.
(iii) The offer shall be made with supporting documents specifying that;
(a) The applicant possesses exclusive TV rights (terrestrial and
satellite) for telecast of the programme on Doordarshan.
(b) The Channel of its import in India;
(c) The import has been made strictly in accordance with the procedures
prescribed by the Government of India and does not contravene FEMA
regulations; and
(d) The Foreign feature films are to be certified fit for public
exhibition in India by the Central Board of Film Certification
(iv) The individual or organisation whose offer for telecast of an
imported TV Programme is accepted by Doordarshan shall be required to
make available to Doordarshan the required number of episodes as decided by
Selection Committee.
(v) Other terms and conditions for telecast of imported TV programmes
shall be the same as provided for in respect of TV programmes assigned to
outside Producers under this scheme subject to such modifications as
may be prescribed in Doordarshans Rate Card for Commercial Tariff.
12. Sponsorship of Doordarshan Programmes
(i) Doordarshan shall be free to offer its own TV Programmes or those
imported by it for sponsorship.
(ii) The Commercial terms and conditions for such sponsorship
shall be the same subject to such modifications as prescribed in
Doordarshan Rate Card for Commercial Tariff.
13 Exemptions
(i) Not withstanding anything contained in these guidelines,
Doordarshan may, with the prior approval of the Prasar Bharati Board:
(a) Accept any proposal for telecast of TV programme under this scheme
in relaxation of any of these guidelines ;or
(b) Issue any directive relating to all or any aspect of a sponsored
programme, in whole or in part, and the producer shall act in accordance
with such directive.

Proposals are invited from experienced Television and Film
Producers for telecast of programmes on the proposed new edutainment
Channel of Doordarshan ( DD-Bharati), under sponsored category, for the
prime time and non- prime time slots under the revised guidelines of
sponsorship of programmes issued by Doordarshan.
Details regarding slot, genre of programmes, revised telecast fee,
admissibility of FCT etc, can be collected from Directors of Doordashan
Kendras located at Delhi, Mumbai, Kolkatta, Chennai, Bangalore, Hyderabad,
Thiruvananthapuram, Ahmedabad, Lucknow, Ghuwati, Jullandar and from the
Reception Counter, Directorate General , Doordarshan, Doordarshan Bhavan,
Copernicus Marg New Delhi. on all working days.
Proposals complete in all respect along with the Pilot episode can
be submitted at the Facilitation Counter, Directorate General ,
Doordarshan, Doordarshan Bhavan, Copernicus Marg New Delhi up to 5 pm on
23.11.200

Subject: DD- Bharati
Doordarshan is launching a new edutainment Channel with a
commitment to public service broadcasting to cater to the needs of
children, health, music, dance and fine arts. This will be a 24 hr
channel available on PAS-10 on transponder no. C-19 and C-23 both in analog
and digital mode.
Proposals are invited from experienced TV and Film producers for
DD-Bharati channel under sponsored category for the genres of the
programmes indicated in the following time slots and segments.
The Channel will feature 4 hrs of health programmes from 6.00 am to 10.00
am, 6 hrs of childrens programmes from 2 pm to 8 pm and 4 hrs of
programmes on music, dance, fine arts from 8 pm to 0000 hrs.
The application along with general instructions can be obtained from the
office of the Directors of DDKs, Delhi, Mumbai, Kolkata, Chennai,
Bangalore, Hyderabad, Ahmedabad, Trivandrum, Lucknow, Guwahati, Jalandhar.
The telecast of the programmes would start from 26.1.02.
Segment A
6.00 am to 10 .00 am
Meditation, Yoga, alternative systems of medicine, discussion with experts,
documentary features on health related issues, and health news. DD may
incorporate 1 hr segment of live phone in on health issues daily. Art of
living and counseling
Segment B
2.00 pm to 8.00 pm
Children hour (age group 4 to 18 years). Programmes for tiny tots,
cartoon films, children serial, children films, counseling and sports,
talent hunt, antakshri, magic shows DD would produce a news bulletin by
the children for the children. Films on Wild life, Children films in
Hindi/English.
Segment C
8.00 pm to 0000 hrs
1. Music dance, fine arts; presentation of Indian classical music by
well known artists. countdown shows- non film; musical shows, antakshari,
talent hunt-dance & music, event based programmes, Travel shows.
2. Classical music : Programmes in different formats like straight
concerts; well researched theme based programmes teaching, music and
appreciation. Proposals are invited for both the streams of classical
music, Hindustani and Karnatak.
Classical Dance: Programmes in different formats like performances of
leading artists well researched theme based programmes different styles,
teaching dance, dance appreciation. Proposals are invited in all classical
dance forms.
Lok Dhara: A programme of folk music and dance slot at their respective
habitat integrating their lifestyles with performance.
Devotional music: Traditional devotional music of different styles like
Shabad, Abhang, Keertan, Sankeertan, Bhajan etc. rendered by leading
musicians.
Tribes: Programmes on tribes of various regions their exotic like style,
their aspirations and their struggle to cope with mainstream.
3. Specially produced music based on lyrics by well known poets featuring
well known composers and singers. Best of folk music available presented
with research and anchoring. Best of Hindustani and Carnatac classical
music, Rabindra Sangeet etc.
4. Performance by various schools of dances like kuchipudy, Bharat Natyam,
Manipuri, Kathak with anchoring.
5. Doordarshan would reserve the right to telecast live the best of the
music, dance and folk festivals round the country.
6. Music and dance talent hunt shows
2. Literature To present best of the literary works across the country in
the form of telefilm, serials. Introduction of the Nobel Gyanpeeth
recipients and recipients of state and central Sahitya academy awards.
Documentary on the authors is preferred. Discussion on literary trends,
Serialising world classics.
Separate proposal for each half hour slot must be submitted. Each half
hour slot must be accompanied by a processing fee of Rs. 5000/- (Rs.
10,000/- for one hour slot) drawn in favour of PBBCI Doordarshan
Commercial Service, New Delhi. Each proposal should accompany detailed
concept/synopsis, storyline of the proposed serial, episode wise breakup of
story/synopsis, broad outline of treatment and full particulars of
Director, scriptwriter, star cast etc. The producer has to submit one
pilot episode for a weekly Programme/ serial and four episodes for the
daily Programme/serial along with proposal. Programmes will be repeated
the following day at the discretion of Doordarshan. Proposals would be
considered as per the requirement of Doordarshan.

Proposals complete in all respects along with the pilot episode/episodes
super scribed as proposals for DD-Bharati under sponsored category may be
submitted at Facilitation Counter, Doordarshan Bhawan, Copernicus Marg, New
Delhi up to 23.11.01 by 5 pm
Doordarshan reserves the right to make changes in the indicated slot in
respect of scope and commencement of the telecast of the programmes.
