[Commons-Law] India At The Forefront Of Knowledge Commons Debate

Interesting report.
Made me totally confused about what does `protection of the commons`
mean? Protection by whom?
The report gives names of many people saying very different and
contradictory things. Can anybody illuminate me on this.
