Not at all. It should be quite straight forward to create radio
programs and use the Internet to broadcast them.
The problem is the receiving end. Your audience needs a PC and
an Internet connection. Combining an Internet-based source with
some of the other distribution techniques (lossy cable, low power
radio re-distributing the audio etc.) is the best option.
But you probably know all this already...
