This week President George W Bush submitted his 2004 budget 
request to Congress. A major shift of emphasis for US international 
broadcasting is planned, with the elimination of broadcasts in nine 
languages, and cuts in others. In my latest editorial 'Being wise after 
the event' I explain why I believe such changes can have unforeseen 
and unwelcome consequences.
