ONEWORLD / MTV STAYING ALIVE COMPETITION 2003
On 1 October we launched our competition for public service announcements
(PSAs) that convey the messages of MTV's award winning HIV/AIDS awareness
campaign, Staying Alive.
The winning PSA will be streamed on the Staying Alive site, will be made
available to all 26 local MTV websites, and will be featured on the OneWorld
AIDS Radio and TV websites. The winner will also receive the Staying Alive
2003 Award, a newly created honour given to an individual each year who
makes an important contribution to HIV/AIDS awareness.
The competition is open to anyone between the ages of 15 and 34. The
deadline for entries is 7 November 2003 - so hurry! The winner will be
announced on World AIDS Day, 1 December 2003.

QUESTIONNAIRE AND NEW WEBSITE
Did you receive our questionnaire?
If you did, please do fill it in and send it back to radio at oneworld.net. We
need your help to provide you with a better service, and a better
website were launching a new site in November (more details in next month
s newsletter).
So a big thank you to all of you who have already filled in your

HELP CHANGE TRADE RULES CAMPAIGN
Our campaign to 'Help change trade laws' focused on the World Trade
Organisation's meeting in Cancún, Mexico on 10-14 September - generated lots
of interest. 62 programmes were uploaded and 45 downloaded, in three weeks.
Did you make any programmes about the WTO meeting? If you did, let us know
what you did and we'll feature you on the site.
And there's still time to make a programme reflecting on the outcome of the

UNECA TAKING NOMINATIONS FOR INNOVATION REPORTING AWARDS
African technology journalists who monitor the impact of new technology on
rural communities can now submit nominations for the annual African
Information Society Initiative Media Awards. A total of US$2,000 will be
awarded in four categories covering print, radio, television, and a special
award for especially exceptional coverage.

VOICE RECOGNITION SOFTWARE AND LAPTOP FOR SOUND PROCESSING
CKUT community radio and Native Solidarity News have a project to transcribe
some of their best old shows. Does anyone have experience with this process,
and software to recommend and/or share? Also, they are looking for a used or
new PC or Mac laptop that would enable them to produce and distribute the
show in Montreal and on the road. If you know of one available, or know of a
grant that may enable them to acquire one, please let them know on

COMMUNITY MEDIA GROUPS CALL FOR EMPOWERMENT AGENDA AT WSIS
Community media and other civil society organisations have called on UN
Secretary General Kofi Annan to ensure the World Summit on the Information
Society gives priority to empowerment of the poorest people and communities
in the world including support for traditional and community-based
communications media.

MALAWI RADIO STATION THREATENED
The Malawi Communications Regulatory Authority has threatened to shut down
the privately owned Capital Radio, accusing it of carrying out an outside
broadcast contrary to the provision of its licence.

BURUNDI RADIO SUSPENSION LIFTED, STATIONS END BOYCOTT OF STATE
Burundi's state regulatory body, the National Communication Council, has
lifted the seven-day ban the minister of communications imposed on the
private broadcaster, Radio Isanganiro.

INDIA CONSIDERS PARTIAL LIFTING OF NEWS BAN ON PRIVATE BROADCASTERS
The Indian Information and Broadcasting Ministry is considering a proposal
to allow some private FM radio stations to broadcast news bulletins, which
is not allowed under current legislation.

TIPS
AUDIO UPLOAD
The preferred format is MP3. We also accept Real Audio - but no other
formats.
We advise you to choose the following settings for digitising audio: mono
channel, 16 bit, 22,050 sample rate, 64 Kbps FM Radio Quality Audio, or
choose .wav in the Save As Type field, while choosing MPEG-Layer 3 in the
field Format. Save this file on your desktop. When the file is saved, go to
your desktop, right click on the file, go to Rename and change its .wav
extension into .mp3. This allows you to save slightly longer programmes,
even though it might affect the sound quality a bit.
The file size limit is 3.6 MB. If your files are bigger than that, please
split them in to separate parts.

MEMBER DETAILS
You can change your member details: After you log in, by entering your
username and password in the login box in the top right-hand corner, you'll
see the box has changed to display the name of the contact person and your
organisation. To edit your details, simply click on the name of the
organisation.
Please make sure your description includes the most important aspects of
your work, links to parts of your website (if you have one) that are of
particular interest, and an outline of what kind of audio you produce, or
what your main areas of interest are, so that other members can learn more
about you and possibly get in touch with you. If you encounter any problems,
