Pro Tools Free is generally considered to be quite limited, and 
doesn't integrate well with the full PT package. Most people would 
suggest that Mac users buy the full Pro Tools package and avoid Pro 
Tools Free.  Pro Tools ona PC is considered to be a bad idea.

The equivalent for PC users is generally Adobe Audition (which used 
to be Cool Edit Pro). Very easy to learn and equally well featured as 
Pro Tools. Current US price is $299.

The most popular free editing package seems to be Audacity.  It is 
available for Mac, PC, and Linux, and is powerful enough for many day 
to day sound editing tasks.http://audacity.sourceforge.net/
