Hi Frederick: 

Unesco/UNDP has been supporting the 'radio (station) in a briefcase' 
solution. You could perhaps contact someone there... I unfortunately know 
the Unesco/UNDP people mainly in this part of the world (South Asia).

My friends Vickram Crishna and Dr Arun Mehta have put together some 
interesting tech solutions for ultra-low powered broadcasting. Please
