I believe this answer is factually correct. Getting one station on 
the air is an infinite improvement over none (and even more 
infinitely improved over minus one, counting the station illegally 
closed by the government in Oravakal, or minus two, counting also the 
DDS installation that was till now the only station officially 
refused permission to broadcast).

That cannot count as failure to take off, no indeed not.

I suppose the hon'ble minister has an hon'ble reason for giving the 
Parliament such prevarications. But at least he did Mr Thakur the 
honor of calling him Sir, for which we citizens should feel 
infinitely grateful.
