Although Shri Advaniji has had his moments of mass (or is it lumpen?) 
appeal, it seems that elitism is part and parcel of his posture - 
'poor cousin'?

Does he mean 'inexpensive'? No.

Does he mean 'for poor people'? Hardly - it is almost exclusively run 
by the better off, who barely have an inkling of what the poor want 
or need (I include myself in this category, because I do not presume 
in my evangelising of low power radio to dictate what users of low 
power radio will broadcast. I only believe that given sufficient 
access to information, people will be the best judges of what, when 
and how further information they should have).

Does he mean 'poorer in reach'? Effectively, yes, because with the 
stranglehold that the government has exercised over content 
production, further enabling of stations and investment in radio, 
especially the latter in comparison to TV, well, market forces do 
prevail when they are sufficiently encouraged.
