[cr-india] CROSSPOSTING: The debate at the Dgroups list

Posting from the D-Groups mailing list. It is important to broad-base this 
issue at this point of time, so that more segments can join in the 
campaign. Needless to say, I disagree with Sajan's suggestions that (i) we 
need to restricts our goals/visions only to what "the Government will 
permit" and (ii) that the lack of functioning CR stations *in India* 
(there are hundreds on the planet, including in some very conflict-prone 
regions) is something that is very important to us at this point of time.

It is really encouraging to see the momentum for Community Radio going up
among the civil society members.

Let me first introduce myself.

I am Manish Kumar working as Senior Research Associate with the i4d
(information for development:www.i4donline.net) magazine published by the
NGO Centre for Spatial Database Management and Solutions (www.csdms.org).

My specialisation is in Development Communication from G.B.Pant University
of Agriculture and Technology, Pantnagar, Uttaranchal. It is the first and
the premier Agriculture University of the Country.

In early 70's infrastruture was laid here to produce radio programmes and
get it broadcast from Rampur radio station of AIR.

Prof. Royal Colle from Cornell University was the consultant in this project
and current ADG (Communication and Information) UNESCO Paris, Dr. A.W. Khan
was the Director of the University Communication Center.

Since university has been producing radio programmes and getting them
broadcast from Rampur and Almora Radio stations. But they could not have
their own Transmitters. Ofcourse the upgradation of the infrastructre is
still under consideration.

This is an example where development work mostly related to Agriculture has
been carried out using Radio.

But much more can be done once such institutions and also civil society
organisations have their own radio production and broadcast units.

We all know it is an uphill task. But then, the initiative must be made.
Sooner or later we will reach our goal.

The recurring costs, can be minimised by setting up radio stations at
Institutions like G.B.Pant University in Uttaranchal.
