At present, networking (both real time and asynchronous) is not permitted on FM Radio. The Amit Mitra committee has recommended that limited networking be permitted. TRAI is also reviewing this provision. Can we suggest that networking should be allowed for developmental and non-entertainment programmes, across the same linguistic zone? Frankly, I don't see how the government is concerned if Kolar exchanges CDs with Chitradurga, but it would be useful to have it sanctified in CR Policy. 

However, one can see the logic of limiting the degree of networking. If unlimited networking is permitted across stations, the very purpose of local radio, with local content, is defeated.

Since it is also unlikely that small, community-based stations will have access to broadband internet, exchanging programmes by CD makes a lot of sense.
