OKN (www.openknowledge.net) is all about connecting to the Internet
without being online, Fred. I was privileged to be invited at a Sarai
workshop last year when I shared the concepts behind the OKN programme.

As the research progresses, I have no doubt that content sharing over the
Internet is going to become highly popular in the next years. yes, the CD
idea is extremely valuable if you know where the content exists and how to
package it. However, you still need a repository of content from which
groups can choose what to download/access or request for.
