Hi Joydeep, Thanks for your note. Copying this to the CR-India mailing list, a network meant to promote Community Radio in the country. Are you part of this network?
I would suggest you check out some of the UNDP/UNESCO's interesting books which give the background information on this subject. It focuses on how community radio runs in other countries. Another site you could check up is http://www.radiophony.com -- which has a lot of content that demystifies technology, including how to build a own ultra-low powered transmitter.
Please could you get in touch with Anna University in Chennai (in particular with Mr Sridhar, who heads their audio-visual section)? He too is on the CRIndia mailing list. Search the Net for BECIL and see what options they're offering; though there could be other solutions too.
The problem with the current 'campus radio' guidelines is that they expect students to be interested in broadcasting very serious and educational content to an area which hardly touches many listeners. Unless campus radio becomes an enjoyable and meaningful activity for young people, it is unlikely that it would be either sustainable or provide a base of future radio broadcasters who can untap this powerful medium for a country like India.
