There is a particular signal which is likely to affect CR dynamics in
India. The second phase is likely to see radio expansion with extensions in areas where CR has potential. Technology may allow us to have more than one player in different area but commerce and other considerations may restrict scope for institutions with CR philosophy to play a significant role. Policy making as we have seen brings in many stake holders and so far the CR advocates' voices although vocal and articulate has not been crucial except shifting our concerns to GoM.
