Abdullai,
I went to http://www.id21.org/communityradio/ with my Safari browser..
and then to
"How to join the community radio discussion list"
http://www.id21.org/communityradio/howto.html
and used the form on that page (rather than the e-mail address)
and (I assume) all went well as I did not receive any negative 
feedback and as the discussion only starts on January 23 2006... I 
assume there will be no messages until that date...

Let me know what else.. if anything happens with your attempts... 
although I am not involved in the organization of this e-mail 
event... I will do what I can to help...

I am posting this to other radio related lists that I also posted the 
original announcement to in the hope of getting more feedback if 
others are having the same kind of problem you've had... I'll pass on 
any feedback I get to you...
