By peripherally, I meant of course that without a framework in place 
to allow poor villagers (for that matter, even rich villagers) from 
running their own community stations, any liberalisation of data 
networking spectrum has moot value for community radio in India. 
Delicensing of low power in the FM audio spectrum is an absolute 
priority in my opinion.
