are they available to the public at all? like on a website for download (a la library of congress). or any other way, free or commerical?

It's the other way around, actually. The radio documentary has been around for ages, and it is 'popular music' a la Radio Mirchi that's come into its own recently. The National Sound Archives of All India Radio is stacked from floor to ceiling with radio documentaries, including some brilliant stuff by broadcasters like Melville De Mello.
