You can do pretty much as you please in the production studio - though I should warn you that egg-trays come with cockroach problems! It is better to invest a little more money and get better acoustic treatment - which will outlast the license period of five years, at least...
The problem is with the transmission infrastructure, which includes transmitter and tower - and they need certification. It is very unlikely that you will be allowed to manufacture FM transmitters in your backyard without a license (any more than you can brew alcohol or manufacture handguns or build helicopters). So that leaves the 'authorised dealer', and I rather doubt if they stock very low power or low cost transmitters at present.
As for the transmitter tower, I'm pretty sure there are all sorts of building by-laws which govern the setting up of towers, in addition to the mandatory siting clearance from SACFA.
As Jean Parker suggests, maybe we should set up our own 'authorised dealership' for FM transmitters. Not a bad idea.
