  Where have we heard this before? Anyone remember the Indian Broadcast  Bill 1997? Or the Communications Convergence Bill 2000? The  Broadcasting Regulatory Authority Bill 2000?
  
  In sarkari language, "final stages" can mean almost as many things as it does in medical parlance. Don't hold your breath.
