[cr-india] Cabinet approves Community Radio Policy

To the best of my knowledge, our government has never dragged an obdurate broadcaster to court, though plenty of broadcasters have taken the government to court. 

Even completely illegal stations have only been closed down with a rap on the knuckles for the operator (witness Raghav Mahto). The worst that could happen is a Rs.1000 fine. And two years in jail if you are very unlucky or very bad, but that hasn't happened yet.

Under the new rules, there is a graded system of penalties for violations - temporary closure(s) and revocation of license if you are truly and persistently naughty. Three strikes, and you are out. You'd have to do something really terrible - like throwing the Broadcast Regulator off the transmitter tower - to invite judicial attention.

We worry needlessly.
