I think we should all be clear that when a government
chooses to be lazy or casual about 'rules', it creates
scope for 'creative interpretation' that ends up
either with localised enhancement of the economy -
localised within the volume of a pocket or two, that
is, or else time wasted in Parliament, with Questions
being asked on matters better and more suitably dealt
with at a purely sdministrative level. I believe the
current expenditure on Parliament is of the order of a
crore or more per minute of House time, so we are not
talking peanuts here.

As far as the Broadcasting Code of Conduct goes, many
- if not all - of the discussions on this list can be
defined as breaching the mark on one or more of the
clauses. I am glad that email fora haven't yet been
recognised as 'broadcasting', possibly because too
many 'creatively lazy' administrators find it hard to
write a simple clear sentence, never mind the rigor
that accompanies a meaningful discussion, and so have
little idea of the existence of such fora. Well, at
least we are spared their fulminations of the stuff
that normally gets loosed into britches, so perhaps we
ought to be grateful for small mercies.
