The complete process for setting up a CR station under Indian conditions -
while not exactly rocket science - will keep you occupied for the better
part of a year. Let's take it step by step.
The first thing to do is to wait for the new CR policy to come out. Give it
a couple of days - it is almost ready. Yes, the new policy allows registered
NGOs to apply for a CR license in their operational area, provided they've
been registered for 3 years and have 'a proven record of at least three
years of service to the local community'.
I suggest you keep an eye on the Information & Broadcasting Ministry's
website, where the policy - along with licensing procedures, application
forms etc - will be posted: www.mib.nic.in. If you still need any
clarifications, let us know.
Abhay, unless you are an NGO or registered society or public trust or
something along those lines, you can't apply for a CR license. Like I said,
you need to be a registered body with a 'proven record' of service to the
local community. If you are keen to use radio in Ludhiana, tie up with a
local NGO with a need for - and interest in - community communications.
Setting up a CR station could cost you anything between 10,00,000 to
20,00,000 INR, though I'm told it can be done for much less (Don't bet on it
- there are hidden costs). Another possibility would be to apply for a
commercial
FM license, which should be offered in Ludhiana shortly, in Phase III of FM
licensing. We are talking big money here - you'll have to start with a
couple of crores of rupees. But you will earn big bucks, too, if you are
into that sort of thing.
