[cr-india] Uruguay approves Community Broadcasting Bill

 We made a serious error of judgment by not asking for a specific bandwidth
(say, 2 MHz or even one-third of the FM spectrum as in Uruguay) to be set
aside for community broadcasting. We were once told that the
Telecommunications Ministry had set aside 3 frequencies in each location (
90.4, 90.8 and 91.2 MHz) for community radio, but this seems increasingly
unlikely. For instance, 91.1 MHz has been given to a commercial FM radio
network (Radio City), so there is no chance that 91.2 MHz would be given to
CR anywhere that Radio City has a presence.

Since the frequency allocations for CR were never made official, all this is
very speculative. We know for a fact that 90.4 MHz has been extensively
given to campus radio across India, but that's about it. There is nothing
about frequency allocation for community radio in the CR Policy.
