[cr-india] furthering discussion on online repository

In principle, there is nothing wrong in having multiple repositories for audio content maintained by different agencies, as long as they are linked properly. Community radio broadcasters would probably need libraries/archives of content for two different purposes: 

For one - as Tripta, Piyoo and others have suggested - it would be an excellent way of sharing content. 

On the other hand, the CR Policy itself presribes the preservation of broadcast content. Section 5(v) says: "The Permission Holder shall preserve all programmes broadcast by the CRS for three months from the date of broadcast." In practice, if you can preserve the content for three months, you can pretty much preserve it for ever. What's important is that this is not only sharable content, but it also become a valuable archive of community broadcating in India. UNESCO, for instance, has a programme called 'Memory of the World', to preserve  documented heritage that 'reflects the diversity of languages, peoples and cultures.' Reflecting this diversity is what community radio does uncommonly well, and we should explore ways to create a Community Sound Archive (to parallel the National Sound Archive of All India Radio).
