The Consultation is important because it is jointly organized by UN and Govt of India, who are policy makers of CR scenario in the country.
Lets see

Actually, who are They, and why are we getting
exercised about this not-so-great opportunity?
If some people have chosen to represent themselves as
representing us, and design a meeting that excludes
out-of-towners and unsupported (read: unfunded)
interested persons, the limitations are obvious, and
moreover our own options to continue our work are not
restricted.
At least, not further than the existing policy, which
is restrictive enough. How can it be otherwise, when
even the minister announces it with such limited
vision?
As an organisation, Radiophony actually has one of us
living in Delhi, but I do not know at this point in
time whether we are 'included' in the select group
that will attend this meeting. If we are, we at least
have scope to let this list know what transpired.
