Could anyone please help Debbi Winsten   www.DWins10.net who is  a
"consultant dedicated to participatory communication from the bottom
up."  Among other things, she has worked with 25 communities launch
low power FM broadcasts in Liberia. She writes: "I'm eager to return
to South Asia."

She writes: "Therefore, I'd like to know more about the initiative
with UNESCO, PLAN International India, CARE India and One World South
Asia, especially as I know about CARE's microfinance successes there.
Could you suggest people that I could contact about community radio in
India?"

If you could point her to the right people, please do say. She has
written a brief titled "Making Local Voices Count."  As she describes
it, it outlines simple techniques that are proven effective in
starting community radio, most recently in Cameroon.
