There is more to registering a forum than a quorum.
When the matter is discussed I have a point of view
that I think is worth raising. But for now I am
comfortable to someone representing at least those who
are able to listen and be heard on this list. Which
definitely includes some people who don't have direct
access. 

I also can't imagine why the letter shouldn't be put
up as a wiki or blog for us to comment, as with the
names of the ambassadors. Use a login to allow
comments - at least we will enable people to
particpate fully. I have suggested this before - it
will certainly promote some commonality of purpose.
