[cr-india] does broadcast include the internet?

Dear all,

Check out the definition of 'Broadcasting' in the new Broadcast Bill. It seems to cover everything except telepathy. 

At a FICCI seminar on Broadcast Regulation in Delhi today, the law firm - Amarchand Mangaldas - pointed out that the definition covers the internet as well. "That's not our intention," said the Secretary, I&B. "Your intentions wouldn't matter in a court of law," said the legal chap. "The court will go by the letter of the law, and according to your definition, the internet is also covered by the Broadcast Bill." 

What do you think?

“Broadcasting” means assembling and programming any form of communication content like signs, signals, writing, pictures, images and sounds, and either placing it in electronic form on electro-magnetic waves on specified frequencies and transmitting it through space or cables to make it continuously available on the carrier waves so as to be accessible to single or multiple users through receiving devices either directly or indirectly; and all its grammatical variations and cognate expressions;"
