Thanks Ram for the inputs. I did see the UNESCO portal  and the Namma Dwani
report on that...

I completely agree that ethnographic research is the best way out for CR...

I just wanted to add here that a World Bank research gp from IIM-A has
developed a framework for Impact Assessment of e-Governance projects, and
something similar can be done for CR too...

I take this example as, like CR, the indicators do not just define the
financial success of the project, but the impact which is social and
cultural to the communities...
Also, as you did say before it is an acountability mechanism...

What I feel is that if we take initiative to develop such indicators for CR,
they can be adopted by the CRF (after required analysis /talking over ie)
and then can be used by people who want to do something similar themselves.
Though, CRSs in different areas would work in a diff fashion, I believe
there is a common framework that can be formulated surely, say 80% of it
would be same for all and the 20% would vary depending on the area/
community...(the numbers just as examples)....I believe this would also help
in the Self-Regulation process that was being talked about!

Its always good to have clarity on the goals and to access where we are and
where we would want to be, and creating a document like this definitely is ,
like they say, no rocket science!
