[cr-india] Good news for CR practitioners- technology options

During the CEMCA workshop, Community Radio Series for Science and Women, Mr.
Singaravelu kindly gave some time for questions and clarity regarding CR.
Some excerpts from this session:
Mr. Singaravelu has said that the main concern was that of spurious
emissions, harmonics etc...
if we can get transmitters built indigenously but certified by a recognized
lab (he didn't specify which labs) then he would have no problem clearing
them...
He also said that getting these indigenous transmitters would encourage
Research and Development in our country and reduce costs ten fold...however
we would have to conform to ITU standards....
There were two other salient points he touched upon..
1) the spectrum fees of Rs. 20, 000 cannot be waived, but if somebody like
Dr. Sreedher can make a recommendation that the fee be paid once in three or
five years, or the spectrum fees itself can be reduced (if it is to be
annual payment) then they would consider it...
2) Mr. Singaravelu has also said that if there exists a BSNL tower (i would
imagine any other phone tower also) in the vicinity, then the practitioner
can put the antenna on the 30 meter mark (provided the service provider is
amenable of course), thereby avoiding separate investment in the
tower...this would in fact speed up the application process, because the
tower would have been already cleared by the ministry.
Further, Mr. Singaravelu has also said that if the potential practitioner
proposes to put up a radio station and the tower and transmitter are more
than 7 kilometers away from the airport, then Mr. Singaravelu would ensure
that the SACFA clearance is done in less than a week.
All of these points are of immense importance to all radio practitioners, be
it campus or community radio....according to me, these would be the next
action points:
- Identification of recognized labs which can certify indigenous
transmitters (or perhaps we should explore if BEL or BECIL or one of these
groups can certify these transmitters)
- Identification of national or international groups which can provide
open source transmitter designs
- Identification of individuals or groups which can actually build
these transmitters
- Work out who actually should make the recommendation for the
spectrum fees issue
Finally, as a member of the Community Radio Forum, I would like to say that
we should respect the present policy which puts campus, community and Krishi
Vigyan Kendras in one bracket.
At the Community Radio Series workshop for Science and Women, about twenty
campus radio practitioners were present and since we are all working with
the same intentions, I have invited all of these campus stations to be a
part of the Community Radio Forum and the first step would be to become
subscribers of cr-india at sarai.net.
We can work out the modalities of membership to the Forum in due time.
Looking forward to discussions and inputs on these points from all
concerned...
