[cr-india] Philippines, community radio... and some "ready made rules"

Apparently, Radio Tambuli in the Philippines has some "ready-made
rules" for its member-stations. This includes:

* Code of Ethics
* How to handle finances
* Programming principles
* Conflict management
* Technical guide

Wonder if we could get a digital copy from them.

Incidentally, I also liked what they put down as their "challenges".
Including the pressures from various influential players. See below:

* Turnover of participants
* Impulse of some interested parties to use the station for their
advantage-politicians, businessmen, religious groups are often the
dominant forces.
* Sustaining the financial and equipment needs of the station
* Keeping up with technological opportunities
* Improving services
* Sustaining the motivation and value orientation of volunteers

These points are from a presentation by Louie Tabing, founder of the
Tambuli Radio Project, who was in New Delhi last month. --FN
