[cr-india] I&B ministry initiatives during 2008

Dear Sevanti,

The Ministry of Information & Broadcasting has published its year-end review
for 2008, "Major initiatives of I&B Ministry during

It's amazing, but the only decision they have taken -- out of some 12 draft
policies parked in the ministry for years -- is the IPTV policy (and that's
probably because the major beneficiaries are MTNL & BSNL). Everything else
is 'being considered', 'being examined', 'ministry is working on' etc. Other
than issuing advisories and warnings to TV channels, they haven't done a
damn thing this year.
