Dear Ram,

1. 8 (A) (v) is specifically meant for Educational Institutions. Under the
Old Scheme, any educational institution -- for-profit or not-for-profit --
could apply for a CR license. Now, CR licensing is restricted to
not-for-profit Educational Institutions only, and hence this requirement.
One assumes that NGOs -- by virtue of being registered "under Societies Act
or any other such act relevant to the purpose" -- are all not-for-profit
organizations, and therefore do not need to provide additional proof like
Income Tax certificates.

2. Additional requirements under the revised Application Form (which seems
to have been revised again in the last month or so) are the geo-coordinates
of location of transmitter / antenna and height above mean sea level.

10. Location of the FM transmitter & Antenna:
(i) Geo-coordinates of the location (in degrees, minutes and seconds):
(ii) Height above mean sea level (AMSL in meters):

I think this was earlier required only for the SACFA application, but it's
now in the CR Application as well.
