Sajan, thanks for your meticulous work on this, as always, and forwarding
the full CR recommendations in the TRAI doc. BTW, can you forward offline
the complete doc if you have it.

My view is that government should fund and support CR on common
infrastructure kind of basis - with collaborative ownership of local
community groups - with clear rules for keeping the ownership democratic and
participatory, and insulating against government's influences. I also think
that CR forum should make   a proposal to the government and the TRAI in
this regard.

TRAI?

TRAI also reiterates its 2005 recommendations, that "that terrestrial
television broadcasting may be permitted for community television purposes.
The eligibility conditions for entry into such terrestrial community
television broadcasting may be broadly on similar lines as those already
prescribed for community radio stations". 

They have also recommended the creation of 'citizen spaces' for "public
access for the common man" in the general broadcast media, including Prasar
Bharati and private commercial media, especially on local cable TV networks.


Before we break out the champagne, we should bear in mind that these are
only recommendations, and that TRAI's August 2005 recommendations on Private
Terrestrial TV, including Community TV, have yet to be implemented.
