Perhaps the subject line should read: 'AIR to revive community radio set concept', instead of the misleading and insulting wording it now carries.

Incidentally, has AIR suddenly got a massive budget increase? Not too long back, it had a hiring freeze, and in fact was shutting down its MW stations, and had difficulty finding staff to run  its new FM stations (which consequently stayed off the air - doubtless awaiting 'inauguration'). 

I guess, if you can't broadcast, at least you can distribute sets so that people can listen. Quintessential GoI logic.

AIR to revive community radio

VIJAYAWADA: After a gap of nearly 32 years, efforts are being made
to revive the community radio set movement. All India Radio,
Vijayawada, Station Director Mangalagiri Aditya Prasad said that a
community radio set was going to be installed at the Gudivada
Municipality Park (adjacent to the Municipal Stadium) on Friday. 
The community radio set movement died a natural death in 1975 unable
to face the onslaught of television. Efforts were being made to revive
the movement on an experimental basis, Mr Prasad said.
A community radio set would be installed at the municipal park in
association with the Gudivada Jaycees Club. A dilapidated room that
housed the radio set earlier would be renovated and a new radio set
with a loudspeaker would be installed , he said. Hundreds of
morning-walkers who come everyday to the municipal stadium adjoining
the park would listen to the AIR programmes, he said. 
Prasara Bharathi would also launch a 42-day campaign on October 2,
the birth anniversary of Mahatma Gandhi. The campaign would continue
till November 12, the Public Service Broadcasting day. Radio Prachara
Sabhas would be held as part of this in all the five districts that
fall in the footprint of the Vijayawada Radio Station to promote the
programmes of AIR. 
Rallies would be conducted during the campaign with popular radio
artistes addressing 'radio fans' in 'radio prachara ratham', he said.
The Vijayawada AIR station would be celebrating its 60th anniversary next year with several special programmes, Mr Prasad said. http://www.hindu.com/2008/09/11/stories/2008091155000700.htm
