Please check out the work done by Video Volunteers in India, with Drishti Media (Ahmedabad based). I am sure they will answer all the queries and doubts.
Naturally the goal is to involve the women in the community themselves in making the videos, just as it is for radio, and also in determining how best to manage the distribution and viewing. At some point, this may be a direct revenue stream also, but it is important to consider the holistic viewpoint, rather than some narrow money based cost-profit equation. It is always best to gain from the experience of others, but not to blindly copy.
As far as CTV is concerned, your local Post Office should have the form and is supposed to grant the necessary license to set up a distribution network. Else the videos may also be distributed through the existing network or networks, if any, and of course in the absence of infrastructure to distribute the content through cable, individual showings using either a laptop or a simple battery operated video player (very cheap these days) is an option.
Your last question is not clear, either. What difference does it make whether it is technically a CTV or not? The results are what should matter. Naturally, the organisation of meetings to show videos is considerably more complex than disseminating through a cable network, but that assumes that such a network is in place or not difficult to establish. You have to decide what is both practical and sustainable in your local environment. You may do both, even, if that is the best way of getting the messages to the largest possible number of people.

dear friends
i appreciate if someone can help me in the following with special focus on community tv indended for women empowerment in rural india-
1. what are the necessary precautions to be taken while running a CTV for WEMP?
2. Based on what parameters can we call a CTV program really working for WEMP? What are the pre-requisites? How is the CTV for WEMP be run in the village? What should be its goals?
3. How do we make rural women, esp, from backward communities to participate in the effort. I understand the videos made in the process should also be made (identifying themes, actual participation in video making etc) in consultation with women.
4. Imagine a village with no cable connectivity? Can we still run a CTV centre? What about even though there is a cable network, but no efficient electric supply? Can we use our laptop and TV to show the movies made to rural women? and conduct focus groups.
5. Do you call a CTV really on ground only when telecasted through cable network?
