I would like to become a member of the CR forum. Pls let me know how. Can
UN agencies such as UNICEF become members? I would also like to know who is
representing the CRF in Delhi where there is a lot of interaction required
with the I&B Ministry and what is the role the forum is currenly playing.

In line with the principal of transparency we all advocate, I would expect
that the article of association of CRF India would be available in public
domain. Would you please send me the web-link of this document?

Community Radio Forum-India is a registered association of community radio
broadcasters, researches and advocates in India. CRF members have played a
significant role in shaping and drafting the new CR policy currently in
place. CRF believes in the power of community radio, is committed to
democratization of India's airwaves and works to enable community
organizations to set up their own Community Radio Station. The CRF, being a
membership based organization, is the only representative body of CR
practitioners in India.
We are currently accepting individual and institutional members to the
Forum.
Institutional Membership: Any 'Not for Profit' organization registered
under
Societies Act, Trust Act, Section 25 Companies Act, etc, who are practicing
and/or promoting the concept of Community Radio within the value framework
of CRF: "of the community, by the community and for the community", and
appropriately reflected in the management and ownership structures of its
Community Radio Station (CRS). Annual membership fee: Rs.1000
Individual Membership: Community radio broadcasters, community radio
programmers, researchers, activists, engaged in and/or interested in
promoting Community Radio within the value framework of CRF: "of the
community, by the community and for the community". Annual membership fee:
Rs.300

days of the Forum's registration on 26 Feb 2008. As you know, these emails

India: Pvt FM stations again denied right to broadcast news
The government has no plans to give any fresh concessions including
broadcast of news to the private FM stations operating in the country,
though it has not taken a final position on the recommendations of the
Telecom Regulatory Authority of India on Phase III of FM radio expansion.
Both Trai and the Ficci Radio Forum have been recommending permitting
private FM stations the right to broadcast news, though the former added
some conditions to its recommendation.
A total of 248 private FM radio stations and 171 FM transmitters of All
India Radio stations are operational in the country, according to official
figures.
Maharashtra has the largest number of private FM stations – 31 – followed
by Uttar Pradesh and Tamil Nadu with 21 each and Rajasthan with 19. Kerala
has 17 stations, while Gujarat and Madhya Pradesh have 16 each. West Bengal
has 15 channels, Karnataka has 14, Andhra Pradesh has 13, and Punjab has 12
stations.
Delhi has eight private FM stations, followed by Jharkhand with seven,
Haryana with six, and Chhatisgarh and Orissa, with five each. All the other
union territories besides Delhi have a total of five stations. Assam has
four, Goa has three, and Bihar, Jammu and Kashmir, Meghalaya, and Sikkim
have two each, while Arunachal Pradesh and Tripura have one each.
Himachal Pradesh, Manipur, Mizoram, Nagaland and Uttarakhand do not have
any private FM station at present.

Community video is a form of citizens' journalism that is “of, for and by
communities.” Disadvantaged communities are given tools and necessary
training to express their needs and knowledge – to shout out, to celebrate
and to debate in their own voice. Over the last few years in India, several
NGOs have started community video projects, and innovations in related
fields, like community radio, rural Internet networking and video blogging,
have taken off like wildfire. This camp will further the learnings,
innovations and experiences.

Dear AMARC Members, partners, and supporters,
The 2nd AMARC Asia Pacific Regional Conference has been postponed to
February 20-23, 2010. The event was scheduled to take place from 10-13
October 2009. The location of the conference remains unchanged and will be
held in Bangalore, India. The organisers made this decision to enable more
people to participate in the conference so that the community radio
movement
in the region is consolidated and strengthened.
One of the main objectives of the regional conference is to create a
platform for AMARC members, representatives of governments, donor
communities and other stakeholders to learn from each other's experiences
and build a stronger community radio movement in the region. Developing
clear strategies and action plans is very important for positively
influencing the development of community broadcasting and this can be
ensured only through the participation of a greater number of members and
supporters.
We want to ensure that the regional conference acts as a forum of
convergence among national and sub-regional community radio organisations
and the larger AMARC network. The decision to postpone the conference
honours requests from a number of country level and international partners
for additional time to better articulate internal consultations and
strategies. Clarity in terms of national strategies and goals are vital for
building regional strategies and the additional time received from the
postponement is expected to help us achieve that.
The regional conference aims to support the emerging sectors of community
broadcasting in the host country, India, as well as across the region. This
will be achieved by presenting reports on existing models of community
broadcasting in other countries with a view to providing a solid framework
for the future of community radio in India.

The AMARC Asia Pacific regional conference promises to be one of the most
important regional consultations for advancing freedom of expression and
community development though the use of community broadcasting.
Consultations and workshops will be held on a variety topics including
'content development for good-governance and sustainable development',
'media freedom, freedom of expression, right to information, and
communication rights, 'media diversity: identity, inclusion, innovation and
reconciliation', 'managing for sustainability', 'access, participation and
equality in community radio and empowerment through community radio,' and
'community radio's role in addressing global and local Issues.' The
conference will also hold a number of parallel training workshops covering
content creation for social issues and introduction to technologies. To
discuss these and other pertinent issues, community radio broadcasters,
activists, researchers, academicians, donors, and policy makers will be
present.
