[cr-india] GOPA for PARD Madurai

James Rajasekaran of People's Association for Rural Development (PARD),
Madurai tells me that they signed their Grant of Permission Agreement (GOPA)
on 2 June 2009.
Heartiest congratulations, James. It's been a long journey for you.

PARD has also applied for their Wireless Operating License (WOL), which
should come through in a couple of weeks.

Usually, PIB comes out with a press release every time a community radio
GOPA is signed, but they seem to have missed this one. I wonder why.
