[cr-india] India to expand community radio programme

I think this is the problem with the shortsighted, firefighting type of
approach that the government has been following on CR.  If they think a CR
revolution can come about in the country through a top-down, 'carpet
coverage' approach, they have got it totally wrong.  I would rather they set
aside some of these funds for a CR Development Support Fund, as some of us
have been suggesting for a long time. Let communities who are motivated
enough to start a community radio station access this fund for seeding the
project.

Given the plethora of 'pro-poor' initiatives that this government has
launched in the last five years, one need not doubt their good intentions.
However, unless they have some thoughtful people at the helm of affairs at
MIB who are willing to consult with civil society, and not with Delhi-based
consultants alone, one is compelled to say, "the path to hell is paved with
good intentions".
