[cr-india] Spectrum mapping the way it should be done

Astonishingly, a Bill pending in Parliament now, the Grievance Redress Bill (its full name goes on a little longer) will make it mandatory for government departments to publish openly the work they are supposed to do. At this point, any citizen may demand to know whether the work has been done, and/or if not done, to officially complain about it.  

Not that I am arguing that mapping spectrum is the work of the government, but considering the hoo-hah that is being made out by various wings of the government, the CAG and the telecom ministry, about the losses due to spectrum mismanagement, and the virtues of one or other form of spectrum usage distribution, the real picture will certainly allow for more equitable and worthy allocation between the various players and wannabe players. It may also allow ordinary citizens to agitate (peaceably, of course, and perhaps even meaningfully) for improvement in such allocations to prevent hoarding or other social evils from proliferating.
