Dear Ram,
It is good to read your articles. The present GOPA has no scope for
transfer of even the operational responsibilities to CBOs / communities
even for the willing NGOs. If the NGO is willing how will it be possible in
the present framework. It will have to be changed.
We all should lobby and demand for this.
