[cr-india] No proposal to allow news on community radio stations?

My submission is that this is too premature. The revised policy draft is 
due to be placed in the public domain for input, hopefully later this month.
That would be the time to talk about this in greater detail, since there 
will be a document from MoIB that actually articulates this for us.
