[cr-india] The perils of ATMA funding

Dear Satheesh:
You have misunderstood my statement. To wit, I wrote - "One of the 
things that CRF has been encouraging MIB to look into is the issue of 
funding from the Ministry of Agriculture under the ATMA scheme for 
setting up CR stations."
This does not mean CRF has been encouraging MIB to support the idea. 
Rather we have brought our concern - that this wholesale distribution of 
funds could have a _detrimental_ effect on the CR movement - to MIB's 
notice, and asked them to engage with MOA to sort this out.
This is why we have suggested that any individual ministry's funds 
earmarked for CR should be contributed to the CR Fund instead, so that 
they can be deployed _without_ the ramifications that you have noted, 
and under the watchful eyes of a more representative group that includes 
civil society representatives.
The concerns you have raised are extremely valid, and are not at all 
lost on those of us who have been working with communities directly for 
a long time.
