[cr-india] no change in spectrum / licence fee for CR stations till 30 Sept 2013

After months of uncertainty regarding the spectrum usage fee for community
radio stations, WPC has issued an order dated 15 May
2013<http://wpc.dot.gov.in/Docfiles/CRS%20royalty%20charges%20and%20Licence%20fee%20extension.pdf>that
there will be no change in "royalty charges and licence fees for
Community Radio Station" till 30 Sept 2013.

Community Radio Stations will continue to pay Rs. 19,200 per year as
'royalty charges', Rs.500 as licence fee per station, and Rs.500 per
additional transmitter (as stated in WPC order dated 13 Feb
2013<http://wpc.dot.gov.in/static/Community%20Radio%20Station%20royalty%20charges%20and%20Licence%20fee.pdf>
).
