[cr-india] CR licensing in India -- status on 1 May 2014

In my understanding, operational radio station is in possession of WOL and
can operate, i.e. broadcast.

The clearance rate is quite poor when we look at the overall numbers.
We really need to convince the I&B to start putting out reasons as to why a
particular application has been rejected.
667 rejections are quite high. Will write more on this particular aspect
soon.

The other troubling statistic is that 220 applications are in process.
We know that the 2G scam has caused some anxiety around pricing of
spectrum, which in turn has caused delays.
The oldest pending application is dated 10th April 2007 - over 7 years!!
We need to know why these have been put on hold.
To make matters worse, applicants who have applied in Jan 2014, are number
200+ in the queue.
There needs to be a way out of this vicious cycle.
