[cr-india] GOPA holders have been left out from CR Sammelan

The government’s push for community radio is going for a spin , if one
looks at the invitee list of the current year’s “Community Radio Sammillani
“ scheduled to be held in March 2015 . Though the information &
broadcasting ministry’s guideline mandates that all the operating stations
& GOPA ( Grant of Permission Agreement ) holders are to be invited to the
annual event,  in a strange twist of events, the GOPA holders have been
left out for the 1st time , informed sources.
