[cr-india] MIB announces up to 90% subsidy to CR

The announce.ent was made by MIB Minister Venkaiah Baidu to the assembled state information ministers at the SIMCON conference at Vigyan Bhavan in New Delhi.

The CR support fund subsidy from the Ministry, previously at 50% of 15 lakh per station,  now rises to 75% for all applicants - and 90% for stations in the northeast.
