[cr-india] Programme Code violations?

Dear Vinod,

Depending on which version of the AIR Code you read -- and there are more
versions of the AIR Code than there are Ramayanas -- Point (iii) is either
"anything obscene or defamatory", or anything that "contains attack on
religions or communities or visuals or words contemptuous of religious
groups or which either promote or result in promoting communal discontent
or disharmony", as it says in the GOPA document (5.vi.c).

How exactly the permission holder can broadcast a 'visual' that is
contemptuous of religious groups over radio is a mystery not explained in
the GOPA form. But then, they do so many remarkable things with videos
these days.

Clause 11.2 relates to taking prior security clearance for "foreign
personnel likely to be deployed by way of appointment, contract,
consultancy etc by the Permission Holder".

Section 7 of the GOPA doc deals with 'Funding and sustenance', which
includes FCRA clearance for multilateral funding; advertising; sponsored
programmes; auditing of accounts etc. There is no Clause 7.6. I assume it
is one of those wild card clauses -- the joker in the pack that trumps all
the other clauses -- which the govt. gets to play when all other clauses
fail.
