The fine folks at C-DAC once published a set of "quick brown ..." for
Indian languages in the Vishwabharat magazine. Someone should check up
the archives.

The immediate problem with the localization of quick brown fox is the
length. The phrase is used (and sometimes it is Loren ipsum) when
showing off the ligatures and glyphs of fonts (in a font viewer
application). A paragraph worth of text that includes all valid
combinations/ligatures may be technically correct but fail from a
design perspective.
